Optometrist
Dr. Loan Concepcion
Dr. Concepcion established Citrus Heights TLC Optometry, Inc in 2003, driven by her passion for providing excellent eye care to the community. She recently opened her second office in West Roseville. She earned her Bachelor of Science degree in Biology, complimented by a minor in Psychology, from the University of California, Irvine. Following her undergraduates studies, she achieved her Doctorate of Optometry from the Southern California College of Optometry in 1995.

With over three decades of experience, Dr. Concepcion specializes in ocular pathology, contact lenses and primary care optometry. She is dedicated to serving patients, ensuring comprehensive eye examinations and personalized treatment plans tailored to individual needs. Her commitment to ongoing education and professional development keeps her at the forefront of advancements in eye care.

Outside of her professional endeavors, Dr. Concepcion cherishes quality time with her husband, two beautiful daughters, as well as their two beloved Shih Tzus, Charlie and Bella. She enjoys engaging in family activities and always seeking new adventures.

Optometrist
Dr. Sarah Kim
Dr. Sarah Kim joined TLC Optometry as an associate in October of 2014. She obtained her undergraduate degree in biology from UCLA in 1994. She then completed her professional training at New York State University, College of Optometry in 1999. She has extensive clinical training in the treatment and management of ocular disorders from Beth Isreal Ophthalmology Department in New York.
After she completed her professional training in New York, she returned to Los Angeles where she grew up. She spent many years at a busy family practice prior to relocating to Sacramento in the summer of 2012 to enjoy more time with her family.
In her free time, Dr. Kim enjoys taking yoga classes and playing the piano. She and her husband are blessed with two beautiful daughters, Allison and Jenna who always keep their home filled with so much energy and joy.
